There are many different kinds of noise: it may be black and white, greyscale, full color, muted colors, or selected from a pallette or color range; and it may be used directly or added to normal pixels. Static is a kind of noise, but not all noise is static. "Static" is used specifically for white noise, which is most commonly found on TV signals in the form of a rapidly changing greyscale pixelated image. The static tag is usually appropriate if the noise is diegetic. Dithering is neither. If you're looking for the artist, use noise_(lesion949) instead.
